NORMATIVE LEGAL ACTS, REGULATING THE PROCEDURE FOR CONDUCTING CERTIFICATION OF PEDAGOGICAL WORKERS OF BELGOROD REGION

ABSTRACT

The certification of teachers is an important condition for the effective operation of the Belgorod Region's education system. The certification of teachers directly confirms their compliance with the requirements of their position, which is a direct requirement of the Federal Law "On Education in the Russian Federation." The certification of teachers is an integral part of the educational process and serves as an important tool for optimizing the teaching staff. It allows for the timely identification of teachers who do not meet the required qualifications and aims to ensure a professional teaching staff.

Certification of teaching staff is an important condition for the effective functioning of the education system in the Belgorod region. It is the certification of teaching staff that directly confirms their suitability for the position held, which is a direct requirement of the Federal Law «On Education in the Russian Federation.»

The very fact of the regular procedure of certifying teaching staff motivates teachers to «keep up with the times» and master new teaching methods, as the field of education is undergoing significant changes.

Moreover, data on the number of teachers with different categories allows the Ministry of Enlightenment, the Ministry of Education of the Russian Federation, the Ministry of Education of the Belgorod Region, as well as the Belgorod Institute for the Development of Education to analyze the staffing situation and plan professional development programs for the coming year.

The procedure for the certification of teaching staff is an integral part of educational activities as a whole and serves as an important tool for optimizing the teaching staff: it allows for the timely identification of teachers who do not meet job requirements and is simultaneously aimed at forming a professional teaching staff. The legal basis for the certification of teaching staff in the Russian Federation consists of numerous regulatory acts. Let us examine in more detail the regulatory legal acts governing the procedure for the certification of teaching staff in the Belgorod region.

Federal Law of March 24, 2023 No. 273 «On Education.» This law establishes two objectives of certification, namely:

• Mandatory confirmation of compliance with the held position;
• Establishment of the first or highest qualification category.
• The main tasks of conducting certification are:
• Stimulation of targeted, continuous improvement of the qualification level of teaching staff, their methodological culture, professional, personal, and career growth;
• Determination of the need for additional professional education of teaching staff;
• Improvement of the efficiency and quality of teaching activities;
• Identification of prospects for the use of the potential capabilities of teaching staff, including for the purposes of organizing (providing) methodological assistance (support) and mentoring activities in an educational organization;
• Taking into account the requirements of federal state educational standards for staffing conditions when implementing educational programs in the formation of the staff of organizations;
• Ensuring the differentiation of remuneration for teaching staff taking into account the established qualification categories, the volume of their teaching (pedagogical) work or additional work.

The Order of the Ministry of Education of the Russian Federation «On the

Approval of the Procedure for the Certification of Teaching Staff of Organizations Carrying Out Educational Activities» dated 24.03.2023 No. 196 establishes a unified procedure for the certification of teaching staff of organizations carrying out educational activities, and also includes the introduction of a two-level system of categories and new qualification tracks «teacher-methodologist» and «teacher-mentor».

Order of the Ministry of Labor of Russia «On Approval of the Professional Standard 'Teacher (pedagogical activity in the field of preschool, primary general, basic general, secondary general education) (educator, teacher)' dated 18.10.2013 No. 544n» defines the requirements for the qualifications and competencies of teaching staff.

In the decree of the Government of the Belgorod Region dated 01.12.2014 No. 429-pp «On the approval of the administrative regulations of the Department of Education of the Belgorod Region for the provision of the state service 'Certification of teaching staff of organizations carrying out educational activities in the territory of the Belgorod Region'» the following issues are regulated:

- the procedure for providing the service;

- recording the timelines for consideration of applications;

- methods of submitting documents and receiving results.

Order of the Ministry of Education of the Belgorod Region «On Approval of the Criteria Applied in the Certification of Pedagogical Workers» dated 27.12.2023 No. 3882 includes requirements for evaluating the work of teachers in the region.

According to the order of the Ministry of Education of the Belgorod Region «On the approval of regional documents on the certification of pedagogical workers» dated 15.06.2023 No. 1819, the Belgorod Region uses the automated system «Electronic Monitoring of Educational Institutions of the Belgorod Region (EMOU)», which allows "conducting remote expertise of the professional achievements of those being certified based on the results of professional activities provided by pedagogical workers in electronic portfolios".

Analyzing this topic, it can be concluded that the system of certification of teaching staff established in the region contributes to the comprehensive development of pedagogical potential.

Thus, the regulatory and legal regulation of the procedure for the certification of teaching staff in the Belgorod region creates a foundation for continuous professional development of teachers and ensures high-quality training of personnel.
