PROBLEMS OF INFORMATIONAL SUPPORT TO THE ACTIVITIES OF SOCIAL PROTECTION INSTITUTIONS TO ORGANISE ADOPTION IN BELGOROD

ABSTRACT

The article briefly reflects the problems of informational support for adoption in the city of Belgorod.  The work of social protection institutions is analysed.

The family in the Russian Federation is under the protection of the state, which is enshrined in Article 38 of the Constitution of the Russian Federation.  The state and society are interested in ensuring that families are stable, complete, financially secure and spiritually rich.

In recent years, the number of children deprived of family, parental care and custody has increased. Today, the statistics give lower figures. The number of orphans in Russia has dropped to a record low (the total number of orphans we now have in orphanages is 48,100 children, their number has dropped by 46% since 2015. In 2015, there were 87.2 thousand children in orphanages) [1, с. 103].

According to the Federal State Statistics Service, the number of children left without parental care in the Russian Federation as of January 2019 reaches 481284. The Belgorod Oblast ranks 17th in the Central Federal District in terms of the number of children left without parental care. Their number is 1,748 children [2, с. 76].

The provisions spelled out in the UN Convention on the Rights of the Child and adopted by Russian legislation have prioritised family-based forms of placement for children without parental care. Among these forms of family upbringing of children, the legislation gives a significant place to adoption and fostering. Adoption will probably never equal adoption in terms of numbers, as the latter is much simpler and is carried out by close relatives, but such a huge gap between the two should not exist.

The reasons for the insignificant number of adoptions are seen in the following: the complexity of the adoption procedure, which is not always caused by the interests of the child; the inefficiency of the guardianship and custody agencies; the imperfection of the current legislation; the inconsistency of court practice recommendations and proposals, which are of practical importance for solving the above problems.

For example, in order to resolve such problems in Belgorod oblast, the Belgorod Regional Resource and Advisory Center for Work with Families and Children in the territory, procedural violations in adoption cases, which led to an urgent need to study the legal relationships arising in connection with and concerning child adoption, which resulted in the development of evidence-based recommendations for the adoption authorities, and to publish thematic compendia, handbooks, booklets for potential adoptive parents and children in Belgorod oblast. The result of this work is the dissemination of topical information for adoptive parents and foster families in order to prevent conflict situations and the return of orphans and children without parental care to orphanages.

The research problem is to study the aspects and problems of adoption as a priority form of child adoption, as well as to study the legal framework regulating adoption, and to analyze the problem of information support for the adoption activities of social protection institutions in Belgorod city.

Activities and information projects to promote and develop family placement of orphans and children deprived of parental care and the development of the foster family community (information/advertising campaigns, forums, the organisation of foster family clubs, the development of associations and other associations of foster families, etc.) are presented in Belgorod Oblast. For example, from 01.04.2016 to 01.04.2017, the project "Improvement of the system of family placement of orphans and children left without parental care (WE are waiting for YOU)" was implemented. As a result of the implementation of this project in the city of Belgorod, a database of foster parents willing to take orphans and children left without parental care into their families, a difficult category of orphans was created, which led to the planned reduction in the number of children in full state care, a positive attitude of citizens of Belgorod to the problem of social orphanhood was formed [2, с. 78].

Also, guardianship and custody agencies, services and family placement centres in the municipal districts and urban districts of Belgorod Region have created an organisation of substitute family clubs and tutoring to support families. The activities of this organisation have resulted in the formation of a community of foster parents, improved the psychological competence of foster parents, sharing experience in raising children, solving interpersonal problems and building a positive emotional climate in the family.

The work of regional non-profit organizations involved in filming video clips of orphans, working in the area of family placement of orphans, providing methodological assistance to foster families and orphans, and providing support and post-adoption adaptation for orphans should be noted. For example, the "Changing One Life" charitable foundation promoting family placement of orphans and children deprived of parental care is engaged in advocating and promoting the placement of orphans and children deprived of parental care in foster families.
