ECONOMIC POTENTIAL AND STRATEGIC PRIORITIES FOR THE DEVELOPMENT OF THE REPUBLIC OF SAKHA (YAKUTIA)
ABSTRACT
The Republic of Sakha (Yakutia) is a unique subject of the Russian Federation in terms of its natural and climatic conditions, territorial scale, and economic structure. This article analyzes the region's macroeconomic indicators: gross regional product, industrial production, investment activity, inflationary processes, fiscal capacity, and social indicators. The sectoral structure of ownership, natural potential, and prospects for the development of the non-resource sector, including tourism, are examined. Special attention is paid to foreign economic activity in the context of geopolitical changes. The conclusion emphasizes the growing role of Yakutia as an economic pillar of Russia's eastern territories.
АННОТАЦИЯ
Республика Саха (Якутия) является уникальным субъектом Российской Федерации по природно-климатическим условиям, территориальному масштабу и структуре экономики. В статье анализируются макроэкономические показатели региона: валовый региональный продукт, промышленное производство, инвестиционная активность, инфляционные процессы, бюджетная обеспеченность и социальные индикаторы. Рассматривается отраслевая структура собственности, природный потенциал и перспективы развития несырьевого сектора, включая туризм. Особое внимание уделено внешнеэкономической деятельности в условиях геополитических изменений. Сделан вывод о возрастающей роли Якутии как экономической опоры восточных территорий России.

INTRODUCTION
The Republic of Sakha (Yakutia) is the largest federal subject of the Russian Federation by area (3.1 million km²), located in the Far Eastern Federal District. The climate is sharply continental, with a maximum temperature amplitude of up to 70–75°C, imposing special requirements on economic activity. The territory lies within a zone of continuous permafrost, which does not, however, hinder the development of industry, agriculture, and construction. The purpose of this work is to provide a comprehensive assessment of the region's economic situation based on data from 2023–2025 and to determine its strategic role.
1. Macroeconomic Situation
1.1. Production Sector
In the structure of GRP for 2022, mining and quarrying predominates — 59.7%; construction — 8.9%; transportation and storage — 5.2%. The industrial production index for 2022 was 101.8%, including 102.2% in manufacturing and 109.3% in the electricity sector. The region ranks third in Russia in mining.
In 2023, the share of exports in total foreign trade turnover reached 95%, the highest among Russian regions. The main partners are China (~50%), India, and the UAE. Non-resource, non-energy exports grew by 80% compared to 2022. Yakutia is actively developing cooperation with Belarus, Kazakhstan, Central Asian countries, and participates in Arctic projects and the Northern Forum.
The share of loss-making organizations in 2023 was 46.1%, indicating persistent structural imbalances.
1.2. Financial Sphere
For the first nine months of 2024, investment in fixed capital reached 476.1 billion rubles (103.3% compared to the same period of the previous year). Mining leads with 212.9 billion rubles, followed by transportation (116 billion) and construction (49.1 billion). Yakutia ranks second in the Far Eastern Federal District in terms of investment volume (19.5% of the district total).
Inflation in September 2025 was 8.93% (annualized), higher than the national average (7.98%). The highest growth was in services, including foreign tourism and public catering. The prices of coffee, perfumes, and imported cars continue to rise.
The regional budget for 2024–2025 is characterized by a deficit: revenues — 265.9 billion rubles (2024) and 254.7 billion rubles (2025); expenditures — 268.3 billion and 255.9 billion rubles, respectively. The budget expenditure index for 2023 was 1.435.
1.3. Social Sphere
The average monthly wage in 2024 was 125,208 rubles, significantly above the national average (87,952 rubles). The highest earnings are in mining (194,922 rubles), transportation (137,301 rubles), and finance (135,450 rubles). The poverty rate fell from 18.2% (2018) to 12.8% (2024), with a target of 7.6% by 2030. The population as of November 1, 2025, was 971,996, of whom 56.4% are women.
2. Human Development Index
Of the population, 22.7% have higher education, and 33.6% have secondary vocational education. The most sought-after vocational specialties are healthcare, pedagogy, transport, and IT. The national project "Youth and Children" is being implemented to modernize educational infrastructure.
3. Ownership Structure and Sectoral Priorities
Industry. In Q1 2025, industrial production grew by 4.8% — twice the average for the Far Eastern Federal District. GRP reached 2.6 trillion rubles (+3.2%). Yakutia ranks second in Russia in coal mining (49.4 million tons in 2024) and second in gold production (55 tons). Diamonds: 90% of Russian and 25% of global output. The Tomtor rare earth metals project is underway. Under the federal project "Geology: Revival of a Legend," Yakutia is a pilot region, with geological exploration funding for 2025–2027 amounting to 18.4 billion rubles (first in the Far Eastern and Siberian Federal Districts). Expected private investment from developed sites is 311 billion rubles.
Agriculture. Agricultural output in 2024 was 36.0 billion rubles (third in the Far Eastern Federal District). Household plots account for 46.9% of output. Cattle stock — 152,500 heads; horses — 172,100 heads. Gross milk yield — 148,900 tons. Potato harvest — 72,700 tons.
Construction. In the first half of 2025, Yakutia ranks second in the Far East in individual housing construction. In 2024, 752,000 m² of housing were commissioned (an absolute record). The target for 2025 is at least 690,000 m².
Trade. As of January 1, 2024, there were 2,199 legal entities and 8,873 individual entrepreneurs in trade. Retail trade turnover in 2023 was 353.7 billion rubles. The share of online retail grew from 2.3% (2022) to 4.4% (2023).
4. Natural Potential and Tourism
Yakutia is one of the most isolated and inaccessible regions in the world (90% of its territory lacks year-round transport links). The share of wilderness is over 30% of Russia's total, or more than 10% of the world's total. The river network includes 700,000 rivers, and there are over 800,000 lakes. The largest navigable rivers are the Lena, Vilyuy, and Kolyma. Forest reserves total 10.3 billion m³. Fauna includes rare species listed in the Red Book (e.g., rosy gull, Siberian crane, gyrfalcon).
Tourism is developing: about 250 tourism products are available, including the Lena Pillars National Park, the Pole of Cold (Oymyakon), Lena River cruises, and retreat tours. A unified register includes 365 attractions. The simultaneous capacity of collective accommodation facilities exceeds 6,000 people.
CONCLUSION
The Republic of Sakha (Yakutia) demonstrates steady economic growth, outpacing the national average in several sectors. Key drivers are a globally significant mineral resource base, active investment policies, and the reorientation of foreign economic ties toward Asian and CIS markets. Social indicators (wages, poverty, education) are improving, although inflationary pressures remain elevated. Future development is linked to deeper geological exploration, the implementation of Arctic projects, and the expansion of tourism and recreation potential. Strengthening transport accessibility and improving fiscal self-sufficiency remain strategic challenges.
